The Reichstag building where the German parliament meets was completed in the end of the 19th century for exactly that purpose, but when Nazis took over they put it on fire to use as pretext to introduce martial law. During the cold war, the building was in West Berlin by a slim margin, and it was re-inaugurated as a parliament building during the 1990s.
