It is in Tulcea, but it could be anywhere in Romania. It's a residential building from the socialist era. I have no illusions about the interior, but I assume it is no exciting at all. But the design goes beyond what you might expect of buildings from this period, they are often not just rectangular blocks of concrete. (But the problem is that there are often too many of the same design in one area.)
