Along the main streets in Taiwanese cities, there are often arcades, which is practical given that it rains quite a bit in Taiwan. It seems that the responsibility for the area covered by a house lies on the owner of the house. This can result in different beddings outside different houses. And on different heights. In this picture there is a slope, so there is at least a theoretical possibility for a wheelchair to pass. But it can also be a single step 10-20 cm high. Not really what you call accessible.
