The whole third floor appeared to be devoted to products from the confectionery company Glico (that I had never heard of before, but it seems that they are based in Osaka). The runner with his arms raised is sort of a logo for Glico. Next to the advert in the previous picture, there is an overview how the neon sign for Glico has changed over the years, but it has always been based on this runner.
