This is where the Norwegian government used to to sit, and maybe they still do to some extent, but as you may note, many of the windows are covered with boards. The reason for this is horrible: this was the site for the first part of one of the deadliest terrorist attacks in Europe when right-wing extremist Anders Behring Breivik on 22 Juli 2011 first blasted a truck of explosives here, and then continued to Utøya to shot down a lot of people from the youth organisation of the Labour Party.
